I am a contract teacher with no matricule

Thanks for welcoming my question. I am NGOUNE IRINE; a contract teacher of the Basic education since September 2010. I don't yet have a matricule. I compiled documents and deposited at the Ministry of Basic Education again last month; that is October 2011. Please what can be the problem? I have been working since the 28/09/2010 in Mayo Oulo (Northern Region). It has been very difficult for me without a salary.I will be very grateful if my situation is considered.
