Impossibility to be advanced (avancement d'echelon)

I was reclassified as Professeur des lycees (PLEG) cat.A2. 1er echelon de la 1ere classe(indice 940) in December,2005 with effect from 05 December,2000.Since then, i cannot be advanced because electronic information about my reclassification has not been sent from the MINFOPRA TO SIGIPES IN MINESEC. They call it "importation de matricule" I have sent documents for advancement 05 times to MINESEC with no results. SIGIPES in MINESEC does not recognize my reclassification because the competent service in the MINFOPRA has not informed sigipes in minesec accordingly. WHAT SHOULD I DO? I AM TIRED OF WAITNG.
